    The third meeting of the Steering Committee of the railways project entitled Cotonou-Niamey-Ouagadougou-Abidjan rail loop was held on Thursday, February 14th, 2013 in Niamey under the chairmanship of Mr. Amadou Boubacar Cisse, Senior Minister,Minister of Plan of the Republic of Niger, President of the Steering Committee.

    Representatives of AfDB, AFD, and the Conseil de l’Entente were present as observers.

    Discussions were mainly held around the operationalization of the Permanent Secretariat for the project management of the regional rail loop project. Firm measures were decided upon following the debates.

    At the end of their dialogue, the Ministers adopted the proposed architecture of the Permanent Secretariat with the primary objective of making it operational as soon as possible by deciding on the recruitment procedures of the Permanent Secretary and heads of operating departments, and by mobilizing funds to support the project.

    At the end of the discussions facilitated by ACT, the Steering Committee has been convinced of the need to afford the services of a consulting firm to assist the Committee in the implementation of the Permanent Secretariat and other institutions of the project. By unanimous and spontaneous agreement, ACT has therefore been selected to assist in the implementation of such an ambitious vision for the region.

    This important project will indeed help in creating conditions for a strong and sustainable regional economic growth.
